PlanCon refers to the process a school district must undertake when it seeks reimbursement from the Commonwealth for a major construction project. PlanCon, stands for Planning and Construction Workbook, and refers to the forms and procedures used in the process.

Continuation of the existing PlanCon moratorium is part of Act 59 of 2013, which includes the budget-related amendments to the Public School Code.  It mandates an extension of the PlanCon moratorium that was put into place during the 2012-2013 fiscal year. That moratorium extension prohibits the Department of Education from approving new school building construction or reconstruction applications for FY 2013-2014. 

The Act also includes a requirement for the department to do a statewide analysis of school facilities and future capital needs and to submit a preliminary report on the analysis to the Majority and Minority Chairs of the Appropriations Committees and the Education Committees in the Senate and the House.
